Let us first find the probability of getting a red card or a queen.
There are 26 red cards and 4 queens in a deck of 52 cards.

Out of the 4 queens 2 are red and 2 are black.
Therefore, the required cards are: 26 red cards + 2 black queens = 28 cards.
Probability of getting a red card or a queen = $\frac{28}{52}$

Probability of getting a card that is neither a red card nor a queen = 1 - $\frac{28}{52}$ = $\frac{24}{52}$ = $\frac{6}{13}$
